HTML emails need to have a DOCTYPE

It would be very helpful to be able to declare a DOCTYPE in HTML emails sent through BBNC. I'm trying to develop emails that have better consistency across different email clients, as well as make emails that are more mobile friendly. Not having a DOCTYPE in the HTML email seriously cripples HTML email capability.
