Currently, the system's option to 'register as myself' is subtle and not the default. It is also far to subtle. Users should be able to register themselves as the default, and the administrator should be able to decide whether or not users should be allowed to register people other than themselves. 

(For example: many of our events are open only to our volunteers. We do not want and cannot accept volunteers who haven't gone through a screening process and who do not hold an account with us.)
