Need Improve connectivity between NetCommunity and Payment services to avoid transactions sometimes missing in plugin

Work with Blackbaud Merchant Service to improve the handling of transaction data between NetCommunity and Blackbaud Merchant Services.  There is an issue where transactions do not show up in plugin due to  the connection either being aborted due to connectivity issues or timing out because the server did not respond in a timely matter.  This needs be managed better so the transaction data is more accurate between BBMS and NetCommunity (Plugin)

    More than this, BBNC really needs to create a transaction storage system.  Once a donation or event registration happens, there's no way to look up that transaction other than in the NetCommunity plugin, or in BBMS.  We have notifications set up for most of our live parts, but a transaction database should really be native to BBNC.  If the transaction goes to BBMS, and times out, there's not really a record of the transaction.  There should be an error-handling mechanism for BBNC-BBMS-BBNC transactions.
