Currently in netcommunity we have the ability to receive donations and also to receive payment for event registrations.  However, in the case of donations we need to have a default of "Not Receipted" so that when the gift is brought into RE we can tax receipt the constituent.  In the case of Event Registrations, those are not tax receiptable and we would like them to default to "Do not receipt".
