Fix the problem where, sometimes if I edit a form that I have stored down in a subfolder, it MOVES THE FORM TO THE TOP FOLDER! This bug has been there for years and it's *very* confusing to have your form disappear.

Can we sort the rules by the date created or any other sort will help us find a rule quickly? Right now it's random sorting. We have created too many rules, and they look very messed up and very hard to find.
